The Austro-Hungarian compromise of 1889(German: Ausgleich, Hungarian: Kiegyezés) established the Dual Monarchy of Austria-Hungary in order to ease tension between the two major nationalities. It split the Empire into two semi-independent entities unified only by the crown, common foreign, financial and military affairs.

The Austrian and Hungarian delegates hereby agree to the following terms which both parts of the newly formed Dual Monarchy shall respect and take into account. 

Section I - Cisleithania and TransleithaniaEdit

Art. I - The Dual Monarchy is composed of two semi-autonomous entities: Cisleithania and Transleithania. 

Art. II - The official name of the dual monarchy is Kingdoms and Lands Represented in the Imperial Council and the Lands of the Holy Hungarian Crown of St. Stephen. 

Art. III - Cisleithania is composed of the following Crown Lands: Kingdom of Bohemia, Duchy of Bukovina, Duchy of Carinthia, Duchy of Carniola, Kingdom of Dalmatia, Kingdom of Galicia and Lodomeria, Austrian Littoral(Princely County of Gorizia and Gradisca, Imperial Free City of Trieste, Margraviate of Istria), Lower Austria, Margraviate of Moravia, Duchy of Salzburg, Austrian Silesia, Duchy of Styria, Princely County of Tyrol, Upper Austria, Voralrberg. 

Art. IV - Capital of Cisleithania is Vienna. 

Art. V - All peoples residing within the borders of Cisleithania will be Austrian(Cisleithanian) subjects. 

Art. VI - Transleithania is composed of the following Crown Lands: Kingdom of Hungary, Kingdom of Croatia-Slavonia, City of Fiume and its district. 

Art. VII - Capital of Transleithania is Budapest. 

Art. VIII - All peoples residing within the borders of Transleithania will be Hungarian(Transleithanian) subjects. 

Section II - Legislative and Executive StructureEdit

Art. IX - Cisleithania and Transleithania will both have their own parliaments and governments. 

Art. X - Imperial Council(Reichsrat; Cisleithania) will have a lower house(Abgeordneten House; House of Representatives) composed of 516 representatives and a upper house composed of the nobility appointed by His I & R Apostolic Majesty. 

Art. XI - The Diet of Hungary(Országgyűlés; Transleithania) will have a lower house(House of Magnates; Főrendiház) composed of 453 delegates of which 43 are appointed by the Croatian Sabor and a upper house composed of the nobility appointed by His I & R Apostolic Majesty. 

Art. XII - The Emperor will retain the right to appoint and dismiss Minister-Presidents of both of these division. Minister-Presidents will have the right to form a government. 

Art. XIII - The rights of the Emperor remain the same. 

Art. XIV - The Emperor appoints the Minister of (common) Foreign Affairs, Minister of Common Financial Affairs and Minister of Common Military Affairs. 

Art. XV - The Minister of Foreign Affairs will preside over the Common Ministerial Council under the Monarch composed of the three common ministries. 

Art. XVI - Co-ordinating between Cisleithania and Transleithanian parliaments/governments is the main objective of the Common Ministerial Council.
